Ok heres some help for frames on an irc.  
You need a few things first! 1 - a page called 
"close.html". 2 - an irc. 3.next place 
everything like EZTalk,afk bot,scripts,fonts,etc.. on 
the "close.html" page now place the text below 
on the bottom of your irc!
<frameset rows="*" frameborder="no" border="0"> 
<frame src="close.html" name="abc"> 
</frameset>
